A delegation from the Vietnam Urban Planning and Development Association (VUPDA), led by its President Tran Ngoc Chinh, traveled to Seoul, South Korea to attend ICAPPS 2024. “Smart Cities Connected by: Communities, Pedestrian Corridors and AI”, was the theme of the international conference, held at Yonsei University, Seoul from August 22-24, 2024. During this occasion, VUPDA also visited the cities of Seoul and Sejong.
From August 21 to August 25, the delegation with over 30 members from local associations, branches, collective members and enterprises of provinces/cities such as Hanoi, Da Nang, Ho Chi Minh City, Tra Vinh, Ho Chi Minh City University of Architecture, Ho Chi Minh City University of Social Sciences and Humanities, participated in the activities of ICAPPS 2024.
The Asia-Pacific Regional Planning Conference – ICAPPS, is an annual program, hosted by 4 member planning associations including Japan, Korea, Taiwan and Vietnam, taking turns. In 2023, Vietnam successfully organized ICAPPS 2023 in Da Nang City.
Attending ICAPPS 2024, representatives of the Japan Planning Association included Mr. Hiroshi Watanabe, President of the City Planning Institute of Japan (CPIJ), Mr. Jen Te Pai, President of the Taiwan Institute Urban planning (TIUP) and nearly 300 delegates from research institutes, universities… and members of the 4 Associations.
Notably, this year’s Conference also saw the participation of the Indonesian Association of Urban and Regional Planners led by Mr. Hendricus Andry Simarmata, President of the Association. This is a new member, agreed upon by the leaders of the 4 Associations and officially admitted at this annual conference.
Speaking at the opening ceremony, Mr. Bong Moon Choi, Chairman of the Korean Planning Association, warmly welcomed the delegations to the ICAPPS 2024 conference and hoped that the conference would be a useful playground, a place to share issues of mutual interest. Chairman Tran Ngoc Chinh and the Chairmen of the Japan, Taiwan and Indonesia Associations also delivered congratulatory speeches on the organization and thanked the host country for its thoughtful and enthusiastic reception.

At the ceremony, the Conference observed a minute of silence to commemorate Professor Yoshiro Watabe, the 18th President of the Japan Urban Planning Association (1985-1986) and the initiator of the ICAPPS Conference idea who recently passed away.
Chairman Tran Ngoc Chinh also recalled some memorable memories of Professor Yoshiro Watabe when he attended the ICAPPS 2014 international conference in Hanoi and ICAPPS 2018 in Ho Chi Minh City. Professor Yoshiro Watabe was the one who had many activities to promote the Vietnam Urban Development Planning Association to become a member of the Asia-Pacific Planning Association ICAPPS in 2012.

Participating in ICAPPS 2024, the delegation of the Presentations has … The ICAPPS 2024 International Conference received nearly 200 papers and poster presentations. The conference was divided into 3 sub-committees and a poster session sub-committee, under the direction of the Organizing Committee and experts.

VUPDA had 5 presentations at the subcommittees, one presentation at the special session and chaired 2 subcommittees. The presentations of Vietnam presented lessons learned from the practice of planning to respond to and adapt to climate change, smart urban planning, participatory planning and the application of artificial intelligence in urban planning and design… of Nha Trang city (Khanh Hoa province), Phan Rang-Thap Cham city (Ninh Thuan province); Hue city (Thua Thien Hue province), Thu Duc city (Ho Chi Minh City)…
Chairman of the Association Tran Ngoc Chinh emphasized: building smart cities, applying artificial intelligence AI in regional and urban planning, transportation, urban reconstruction, urban design, landscape and infrastructure,… is an inevitable trend of cities in each country.
Smart urban development is the construction of a modern and effective urban development and operation method based on the application of innovative, creative, system-connected technologies, with community participation, aiming at the goal of putting people at the center. The global urbanization trend is affecting urban ecology and environment, deeply affecting social welfare and sustainability of areas, putting pressure on authorities at all levels in the process of implementation and management according to planning. To solve this problem, the electronics industry, information technology, including artificial intelligence (AI) plays a very important role in the process of supporting experts to manage urban areas more effectively.

The Organizing Committee of the Conference also awarded 38 YUPN 2024 (Young Urban Planners Network) awards to outstanding researches by young researchers, postgraduates and students from countries and regions presented at ICAPPS 2024.

At this Annual Conference, the Indonesian Planning Society became a new member. The ICAPPS 2024 conference also organized 2 technical tours for conference delegates to some landmarks and constructions in Seoul, such as Bukchon Hanok Village; Cheongyecheon Stream; Seoul Museum of History; Nuri-Gil Port, Museum of Architecture, International Art Stage, etc.
Sejong City is the new administrative center of Korea, known as the “Smart City” with modern infrastructure, smart transportation system and green, clean and beautiful living environment, but still preserving many valuable traditional cultural values. After 6 years of opening, 60% of Korea’s administrative offices have been relocated to Sejong, including the Prime Minister’s Office, Ministry of Trade, Industry and Energy; Ministry of Finance and Strategy; Ministry of Construction; Ministry of Education; Ministry of Culture, Sports and Tourism; Ministry of Agriculture, etc.
VUPDA visited some famous landmarks of Korea such as the Blue House – the Presidential Palace of Korea, where 12 presidents have worked.
President Yoon Suk-Yeol, the 13th president and current president of Korea since 2022, has moved to work at the Ministry of National Defense building in Yongsan District, Seoul, instead of the Blue House. The Blue House has become a landmark opened to the public since May 2022.
